Yes, there is a certain level of belief suspension needed when reading Batman. Having the insane amount of money to fund all that he does, technically, he should be able to basically fix all the root financial issues in Gotham ... Wayne Enterprises basically owns all of the city afterall ... but then he wouldn't get to be a bad-ass, crime-fighting superhero who fights against those who take advantage of others.
Also, at least in modern Batman, Gotham is literally cursed, so it's possible no amount of money could fix it anyway.
That and the Joker, Scarecrow and others chemincals entering the drinking water which makes people go crazy.
The "ultra wealthy elite having all the money to easily solve all the problems and not doing so" is considered suspension of belief?
Pff.
That's literally the real world, right now. That's immensely believable. I think what's unbelievable is that Batman does anything at all to help and has any shred of give a shit for others.
I mean. No arguments from me on this.
The suspense of disbelief is that batman is a good person despite being ultra wealthy in Gotham
it's just that when Batman was created rich people used to not have enough money to actually fix every problem that exists like they do now.

This is from the Harley Quinn cartoon on HBO Max, which has a more satirical take on the DC universe. Batman in particular gets really ramped up into a rich dipshit who's completely out of touch with rhe common people.
Honestly, the show is a lot of fun, and Harley and Ivy are such a cute couple in it. If you love comics, but aren't offended by people making fun of them, I recommend it.
The show is more from Harleys perspective, that is why Batman is so incompetent.
